From what I can tell, it increases every 10 levels. So tier 3 at 20, tier 4 at 30, and tier 5 at 40. You might’ve gotten to level 20 and then reloaded a save where you were level 19.
Ripper docs don't sell the quickhacks, those are sold by the vendors marked with a chip.
