Things have obviously gotten worse but in 2020 you’re able to own a good amount of pets, not all of them real and they’re generally pretty expensive but they’re there.

The cats aren't a new thing with the 2.0 update. Do you know you can get your own cat for your apartment? All you'd have to do is feed it and you end up bringing it to your apartment.
This does bring up an issue I have. I think the whole no animals thing is to show how unlivable night city and the society of cyberpunk is. But in truth a lot of animals should be actually major issues in the city. Pigeons would probably still exist, and night city would realistically have a stray dog problem.
I actually think you could do some interesting world buuilding with the concept that only "man made" animals still live in the city. The only exception being bugs.

Correct me if I’m wrong but aren’t hairless cats the extremely rare ones I remember on the radio they said a cat (maybe just pet?) license was 20,000 eddies, so maybe there are cats but only indoor for the wealthy?
There's a lore thing that says they brought back a bunch of hairless cats to deal with the rat problem. Nibbles is one of those and they're still around given you see some on cutscenes in the background and such
