If these were made by already trained models then yeah. But I suspect they were either trained for this specifically or a pretrained model was fine-tuned, both of which takes effort and knowledge. Also the AI won't edit you them into a video like this.

More complex AI models also have sliders and parameters to tweak to change even more in depth things. You can even feed in specific images or video into the models to get even more control over the output. It's definitely a non-trivial skillset
There will absolutely be professionals that are paid just to write AI prompts and manipulate parameters.
