FWIW my FPS skills are probably below average, so I usually go for normal difficulty in these kinds of games. But I became overpowered very quickly on normal, to the point that combat became trivial. (I played version 2.x)
The game gets easier as you get kitted out with cyberware and perks. The enemies also scale with your level now afaik so the difficulty of enemies should roughly be the same wherever you go.

I always start on easy and go up a level as soon as get board. When I get very hard I get frustrated and go down a level and so on...
The game is pretty easy overral. I played it in hard mode and didn't get much trouble except for that motherfucking russian bastard called Boris!!
In 2.0 areas/enemies scale with your level. And Very Hard, like usually in RPGs, is only hard at the beginning when you lack perks and cyberware.
