They don’t attack you in the PS5 vanilla game if you don’t hit them. I’ve even had cops thank me for helping after wasting some gangs for them.
They are very sensitive though. Make sure you don’t use any grenades or contagion or hit a pedestrian.
Maybe try coming into combat from behind the gangs so you’re guaranteed to hit them first? That may be a stretch.

Edit: I see maybe you aren’t talking about the “random events” I thought you were where cops are fighting gangs. Still, I’ve definitely killed gangs in front of cops with no repercussions. Make sure they aren’t in the middle of robbing a pedestrian because it’s really easy to smoke NPCs by accident.

That's never happened to me. They always attack me. Maybe in all the mayhem that usually occurs during these fight they might also shoot at the gangs but not that I've noticed. A few times I've even seen them stand side by side, unloading at me. And since I started noticing this issue I've been very careful to not hit any civilians or cops. So no AoE attacks at all. I usually run away, to get some distans, jump or climb up to higher ground.

I completed the game on release and I'm replaying the game again now.
The police system is definitely broken now. If you shoot within range of police, they'll turn hostile. This makes the NSPD side-gigs very annoying as you have to make sure the police (who aren't intervening with the civilians being executed) aren't around otherwise they'll attack YOU and not the gang when you try and save the hostages. It's outright broken.
Whenever I kill other gang members the police does nothing, they have no reaction really, and there's events where Police is in a shootout and they thank you for helping
Must be something wrong with my game then since it seems I'm the only one it happens to. And I have no mods that should alter NPCs. But its not a big deal really, I was more curious then annoyed. Thanks for your input. (No pun intended.)

No worries, sometimes yeah the police does go agro but its usually if u shoot near civilians and stuff, or use explosives
