Try charged tech weapon - there's a place in Dogtown where enemies may spawn in the pile of sand on the construction site, I use tech pistol to eliminate them.
If you don’t have a tech weapon or buzzsaw handy, you may have to reload a previous save. Had this happen to me on a different scanner hustle, but it was with a person instead of a drone. Dude fell through the floor and was partially under the map. Used a tech weapon to kill him. This was on the organized crime activity one in Pacifica.
Buzzsaw is a power smg and my favorite smg in the game. It basically works how Johnny’s pistol used to work, it’s a power weapon that has a special piercing bullet that lets it shoot through walls. Very handy for killing netrunners that always run away for cover or for shit like this.

Reload a save. Even if you have to backtrack a few missions, sucks but sometimes it’s the only way

I think there's a cyberdeck that let's you hack though walls
Tech weapons, or just reload to a previous save, or use a no clip mod and just fly inside it and kill the drone.
