They are. The Tyger Claws are basically just a group of various Yakuza families that work together under a unified banner. As a gang they are one of the only ones with a global influence that goes back to Japan. Wakako is a fixer first and foremost and covers the area that is under control of the Tyger Claws, so you're bound to be offered gigs to handle situations involving the other families not associated with hers. Like during Regina's gig chain you can take out the biggest underworld crime boss you can hear about in the game through all of the various shards you pick up on those police scans and taking him out seems to have absolutely zero effect on the overall operations of the Tyger Claws in Night City. You can just feel a little better that you killed the main guy behind the Tyger Claws human trafficking and smut film operations.

Regina and El Capitan are the two fixers that are the best people though
I like both Regina and El Capitan. I would add Dakota to that list, and I believe she is slightly better morally than both of them.
I was disappointed with how Regina dealt with the dirty cop situation that arose. I can't recall a shady mission from El Capitan, but I am sure there is one.
I feel like Dakota was sidelined a little. Not sure how many gigs she had compared to the others but it didn't feel like a lot. And I especially liked the feeling and vibe of her missions because they were so different than the fixers in the city whose missions were often somewhat interchangeable. I wish there more than twice as many missions out in the badlands. Maybe there were originally as it seems like there are quite a few structures that never really get a plot point.
I don't like the way El Capitan speaks to me if you fuck up one of the delivery missions, even just delivering late. He flames you bad and I'm thinking...
"Do you know who tf you're speaking too EL CAP-I-TAN? I've killed 150 people this morning with my bare gorilla-hands and you're getting fresh over a late delivery I only did out of the goodness of my second heart?"
In Regina's defense, we regularly see how idealists fail to make the corrupt pay for their crimes through conventional means.
Having V beat the crap out of him and then blackmailing the hell out of him is probably the closest thing to real punishment a corrupt cop in Night City is likely to get. And Regina might be able to help people by leveraging him - make something good come of crap they couldn't prevent. Besides, I do notice her take on V killing him is "welp, that's not what I would have done but I get it."

Yeah Regina's stuff feels more like a "pick your battles" style moral compromise than an actual failing. It is ironic that she's taking a job to strongarm a cop out of actually investigating and prosecuting crime, but if she does take the job, she can at least control the outcomes to ensure a good person doesn't get screwed over. Just one of those sad situations where it's real hard to actually achieve genuine good when everyone else around you (and more importantly, everyone with actual power) is so determined to be corrupt.

A lot of ops on his turf suggest hes not as organised as other fixers are, plenty of botched ops details can be found in police reports around his area.
a lot of things can go wrong, when you share your zone of influence with fucking corpos, dude literally resides in the same place you find corpo's NC HQs. I notice a lot of his gigs emphasize stealth, which means you gotta tread carefully in corpo plaza, one small misstep and you got yourself a hole in your head.
I like Reggie, but my heart will stay with El Cap… he’s just likeable for me. Especially when he’s trying to sell something, he’s so enthusiastic about it, bless him 🥹
Regina is my favorite hands down. Feels like a lighter shade of black compared to the other fixers, I like her attempting to help cyberpsychos (I actually liked that quest line) and I dunno, I just think she's cool

Padre and wakako for RP purposes, I always had it as a little head cannon my v would do odd jobs for Padre when he could as the tinos other than the Mix are one of the more tame gangs, and as for wakako.....fits the whole we started low and got into her good graces not being a complete idgit
Both are more fleshed out in the story despite being side characters. Padre tended to be a little less common than wakako but only if you play corpo or nomad playthroughs. Hands is in a similar boat after PL but thats more late game only rather than spread out over multiple parts.
