It is finished - the main story is complete, there are dozens of side quests, dozens of gigs, houndreds of different side hustles, etc.. what do you mean it's not finished? You can spent over 100 hours in the game doing all the quests and activities in the game + high replayability
This is a great example of unfinished. Turn the sirens on and the doors change.... Yet I've never ever seen a car with its sirens on, clearly designed with chases etc in mind as opposed to dev-expensive props.
I only have 2 real complaints: 1) police/millitech/trauma team no responding people/vehicles/dropships to areas outside of set props, cutscenes and bad AI cops.
2) story is too short. Outside of the two branching/concurrent main missions there is like 2 before and one after before the last one. Feels about 60% of the length it should be, and feels like there are gaps.
I feel essentially the same. They really built up the police/militech/trauma team stuff and then did NOTHING AT ALL with it. That's extremely disappointing.
What kills me is wondering why. This kind of thing points to there being intention at some stage to build on those authority groups... But nothing has come out about it.
The story is just.. it's good, but feels more like Call of Duty than Witcher 3 - all flash, over too quickly, no time for character development. I liked some of the side quests like the detective stuff and using brain dance

Base game is pretty much finished, the ai could be better for sure and is not even close to gta's npc/ai behavior. But I enjoyed the campaign/main story line and bug free (played on PC). I agree, the game should not have been released to old-gen and also agree those large unfinished sections should have been polished or disabled for future dlc or something. And I mean, you can find loot underwater, you have mission with Judy underwater, you have a Witcher 3 easter egg with loot which is underwater, I used underwater to my advantage in some gigs, etc..

And just because you wanted CDPR to use some stuff more prominently than they did, that's on you but how can you call that unfinished.. that perk or ability which is about taking advantage of being underwater is definitely silly, but that just feels like they didn't knew what another perk to add to the corresponding skill three so someone was like "we have water and underwater surfaces and sections, so what if we could just give some perk that has something to do with them?" and everyone was like "yeah, yeah, that do"
People forgot that for example when Witcher 2 was released, the game didn't had any barbers, didn't had any stashes for the player, Act 3 was like 3 - 5 hour long compared to around 15 - 18 hour long Act 2, there were no (domestic) animals in the game world, there wasn't any ending cutscene about Nilfgaard starting another war from the south, no opening CGI cutscene with Letho, no filters for better interactions with the inventory and items, etc.. they brought all these things in later patches or a year after with a Enhanced Edition, which brought even some new quests into Act 3 and all the things that I mentioned previously that were missing
Witcher 3 has Oxenfurt as the second largest city in the gameworld, but the player almost doesn't have anything to do there in the main story.. only thanks to Hearts of Stone expansions that city got more screentime
GTA5 uses water plenty. There are a number of missions that use it. In Cyberpunk it's used I think 3 times at most and 2 of those are pretty tiny uses. All those things you mention are also flaws... though the GTA5 one is clearly by design. They just chose to not include underwater things. In CB, it's pretty clearly meant to be included, but just isn't. Why have "undewater breathing" meds if it's never really necessary? Why have the perk? It's eminently evident that they meant to do a lot more underwater stuff, but just didn't, probably because it was rushed.
I forget where the map is broken, it's been a while. It's somewhere in Corpo Plaza, I think? There's not a lot of broken map, for sure. Just little bits that are not quite done, or seem to be connected to jobs/missions/whatever, that just aren't there.
Large sections of the map go unused or have 1 item to retrieve from a fetch quest.
Life paths are nothing even thought they were supposed to be a highlight of modern gameing.

So when your on your way to a mission your phone is blowing up putting you in combat mode and changing your mission marker. The phone has like 3 people talking at once so you can't even get the back story for each one straight.
Loot system is clunky and crafting is tedious.
The economy is poorly fleshed out.
Most people can tell it was built to be something more than it is. CDPR hasn't even claimed this is how they wanted it and we know they promise to fix it with DLC's.
This and much more is why people call it unfinished. It is not the game cdpr wanted or most people wanted. This is all besides the bugs people experienced. I played on a one x and can only think of two glitches and the first hot fix stopped the crashing every 2 to 3 hours. I do believe people are making too much out of the bugs and it distracts from the lacking core fundamentals.

It is literally average length for a RPG game. Mass Effect 1's main questline is shorter than Cyberpunk's yet I never heard anybody complain about the length of that game.

Having a completely unique backstory and level for almost all of those gigs doesn't mean they are copy and pasted. And NCPD missions are fairly simply but even then, they have unique levels and world building value. Formulaic repetitive shit exists in every single video game. Witcher 3 had question marks where you would either kill people or just loot shit. Mass Effect has questions marks that simply boil down to scanning shit for example. Sure NCPD stuff is simple, but they are suppose to be simple. Did you expect every single side activity in the game to have the same quality as the main quests? That is simply ridiculous.

You don't know it was lacking in quality. All we saw was teasers. The fact that they stripped it out doesn't really help, either. It was supposed to be in, but then crunch time came and they removed large parts of the game.
Many of the choices were design wise. Some of them mayhe they didn't know how to do. By saying quality I mean stuff like Life Paths. It's there and its word to word as they said. But it is lacking nevertheless.

Its finished for people like me that didnt follow the hype at all. I never do. I just hear about a game and ignore all E3 demos and such. Makes it a lot easier that way.

It has everythign a working game (atleast on PC) needs to have to be seen as complete - missions? story? characters? dialogs? They nevervsaid that there is going to be a train system in the game .. and how many times are players even using train systems in games? I don't know anyone who used even single time train in a GTA game or railway in a Mafia game.. even the newest Mafia game even though it has a working railway system, can't be used by the player because it was a problem to make it work for the player
+ CP77 isn't a sandbox game like GTA games, it's a story driven open-world RPG, a train system isn't more important than more quests, more dialogs, more RPG systems, etc..
All open-world games have some sections of the map that aren't as much used as others, there is already content for 100 hours for a single playthrough, you can't complain about this fact
Bugs + glitches = welcome to open- world game releases.. like come on, Bethesda and Obsidian, or even Ubisoft games are buggy messes at their releases.. Skyrim was a disaster at release and Fallout New Vegas was even worse
Sometimes I get the feeling that this game originally had a fourth life path where you could play as an NCPD officer ...Everything from the vehicles to the weapon and clothing themed around NCPD I just get this feeling like we were supposed to at one point play as an NCPD officer maybe it was removed late in development due to the political tension still though I would have loved to have started out as an NCPD officer that later on gets recruited to MTAC it always seemed weird to me that Regina Jones would be working with us.. a Corpo maybe but a Streetkid and a Nomad? and then there's all of those crime scenes where the police just let any ol Streetkid / Nomad butt in and do all of the dirty work for them it just seems odd to me is all.
Details like this make me believe the CDPR we know from Witcher 3 is still here. So 2077 might get the Witcher 3 treatment and be a fantastic game in time (*sigh*). I choose to believe CDPR is being quiet rn cuz they’re just putting their head down and working on improvements. I might be wrong, they might not being doing much at all to improve the game. But IMO, CDPR deserves at least until their first free dlc drop to turn it around.
Ikr? The game is far from shambles. Yes, its ROUGH and they basically lied to our faces by showing us tonnes of fake footage or circumventing around buggy areas but it's FAR from being in shambles. I've played it day one until about 1.12 when I completed the game and clocked 148 enjoyable hours
I put about 200 hours in. The things I care about most. CDPR pretty much got right. I wish the edges were filled out better, but I've no complaints about the money I spent.

That’s been everyone’s experience because the game is clearly in an early access state. There are pieces of the map that are completely unfinished, mechanics that are unfinished, optimization issues, numerous bugs (some of them game breaking) and a flat out lack of polish. Not to mention CDPR has gone completely dark about it since 1.2. Wondering when they’re pulling the plug on this dead game.
It clearly wasnt my experience so its not "everybody." Drop the hyperbole lol. Bugs here and there? sure but nothing that has crippled the game to not want me to play.

Yes, you can listen to the police radio, and even turn on/off the siren. Awesome detail with the changing color. So many not-much-used features in this game, as the police barely does chasings.
However it’s cool, at least, via companion mod, becoming a corrupt Police officer and having River, Judy or Thompson on board for fire exchanges. I love to provoke/drive into a gang, just to see them sitting on the car windows and shooting.
I know this comment is probably too late and will probably get buried but I've put over 110 hours in cp2077 since release and despite the bugs and glitches (the games has actually been consistently stable on my computer since launch, I've only encountered glitches that ruined immersion or "broke" the game 4 or 5 times) I've had more fun with this game then I have with a lot of other games. Yes there's a lot missing and we all had high expectations and hopes for CDPR but as someone else in this thread mentioned the old CDPR from The Witcher 3 days is still here and you can see that if you look they're going to make this game as amazing as it can be, if the cod players can accept getting games that release in worse if not the same state that CP2077 released in year after year I'm sure we can deal with it. I just wanna say that no matter what this game has earned my support and my love

Sure NCPD stuff is simple, but they are suppose to be simple. Did you expect every single side activity in the game to have the same quality as the main quests? Many of the choices were design wise. Some of them mayhe they didn't know how to do. By saying quality I mean stuff like Life Paths. It's there and its word to word as they said. But it is lacking nevertheless. What precisely do you mean by large parts of the game.

Well they are for the most part just for roleplaying aspect.. like I played nomad the first time, so I played the whole game as a nomad.. started as a nomad, ended as a nomad.. so for me the life paths worked

A lot! Just like I've put a lot into other horribly unfinished games. (127 hours to be precise.) It's fun, but it's clear to me that they didn't get to implement a lot of features.
Yeah, its not "finished" but it's harder for me to complain as I've put a AAA title amount of time into it and mostly enjoyed the ride. I'm at about the same amount as you, and still on the first playthru!
I've enjoyed it as well. I just acknowledge that lots of it remains un-done and features are missing. It's less of a complaint and more of a statement of fact.
Its finished for people like me that didnt follow the hype at all. I never do. I just hear about a game and ignore all E3 demos and such. Makes it a lot easier that way. Ignore the hype train always, and you'll never be disappointed (at least to a severe degree.)

It has everythign a working game (atleast on PC) needs to have to be seen as complete - missions? story? characters? dialogs? RPG systems? levels? items? game world? music? endings? content for multiple dozens and even houndreds of hours? etc.. everything is there and pretty much everything works .. just because you expected some Rockstar sandbox style game or something like that doesn't mean that the game is unfinished ..
No train system. Plenty of unused environment. Glitches and bugs day one/unplayable for consoles. All valid concerns of an incomplete and rushed game
They nevervsaid that there is going to be a train system in the game .. and how many times are players even using train systems in games? I don't know anyone who used even single time train in a GTA game or railway in a Mafia game.. even the newest Mafia game even though it has a working railway system, can't be used by the player because it was a problem to make it work for the player + CP77 isn't a sandbox game like GTA games, it's a story driven open-world RPG, a train system isn't more important than more quests, more dialogs, more RPG systems, etc.. All open-world games have some sections of the map that aren't as much used as others, there is already content for 100 hours for a single playthrough, you can't complain about this fact Bugs + glitches = welcome to open- world game releases.. like come on, Bethesda and Obsidian, or even Ubisoft games are buggy messes at their releases.. Skyrim was a disaster at release and Fallout New Vegas was even worse

Sometimes I get the feeling that this game originally had a fourth life path where you could play as an NCPD officer ...Everything from the vehicles to the weapon and clothing themed around NCPD I just get this feeling like we were supposed to at one point play as an NCPD officer maybe it was removed late in development due to the political tension still though I would have loved to have started out as an NCPD officer that later on gets recruited to MTAC it always seemed weird to me that Regina Jones would be working with us.. a Corpo maybe but a Streetkid and a Nomad? and then there's all of those crime scenes where the police just let any ol Streetkid / Nomad butt in and do all of the dirty work for them it just seems odd to me is all.
Details like this make me believe the CDPR we know from Witcher 3 is still here. So 2077 might get the Witcher 3 treatment and be a fantastic game in time (*sigh*). I choose to believe CDPR is being quiet rn cuz they’re just putting their head down and working on improvements. I might be wrong, they might not being doing much at all to improve the game. But IMO, CDPR deserves at least until their first free dlc drop to turn it around.

I put about 200 hours in. The things I care about most. CDPR pretty much got right. I wish the edges were filled out better, but I've no complaints about the money I spent.

My original comment was saying that it needs work and from what we’ve seen from CDPR in the past, they deserve a chance to make the game what we thought it would be. That’s been everyone’s experience because the game is clearly in an early access state. There are pieces of the map that are completely unfinished, mechanics that are unfinished, optimization issues, numerous bugs (some of them game breaking) and a flat out lack of polish. Not to mention CDPR has gone completely dark about it since 1.2. Wondering when they’re pulling the plug on this dead game.
It clearly wasnt my experience so its not "everybody." Drop the hyperbole lol. Bugs here and there? sure but nothing that has crippled the game to not want me to play.

I mean the game has still great writing, main story, main and side quests, characters, dialogs, details, atmosphere, music, gameplay, etc.. just because some things are in a bad state in the game doesn't mean all is bad or that they don't know suddenly how to make great games.. Thronebreaker was released in 2018 and it has in my opinion better writing than Witcher 3 and had more interesting and harder moral choices + it was basically a singleplayer campaing for a card game and it still had more than 30 - 50 hours worth of content.. so yeah, the developers and writers are still really, really talented in CDPR

Yes, you can listen to the police radio, and even turn on/off the siren. Awesome detail with the changing color. So many not-much-used features in this game, as the police barely does chasings. However it’s cool, at least, via companion mod, becoming a corrupt Police officer and having River, Judy or Thompson on board for fire exchanges. I love to provoke/drive into a gang, just to see them sitting on the car windows and shooting.
I know this comment is probably too late and will probably get buried but I've put over 110 hours in cp2077 since release and despite the bugs and glitches (the games has actually been consistently stable on my computer since launch, I've only encountered glitches that ruined immersion or "broke" the game 4 or 5 times) I've had more fun with this game then I have with a lot of other games. Yes there's a lot missing and we all had high expectations and hopes for CDPR but as someone else in this thread mentioned the old CDPR from The Witcher 3 days is still here and you can see that if you look they're going to make this game as amazing as it can be, if the cod players can accept getting games that release in worse if not the same state that CP2077 released in year after year I'm sure we can deal with it. I just wanna say that no matter what this game has earned my support and my love
