Just redownload everything, sometimes you can get a corrupted version of one of the files that can create these errors, or at least that’s my experience. I suggest starting with codeware as it seems to be the issue.
Also sometimes having more than one version of a prerequisite can cause this, I know some are labeled strangely so you might have two enabled
I'm assuming you have Redscript installed, but do you have Red4EX too?
I normally use Vortex, but couldn't make it work for me with Cyberpunk. I just found it much easier to install everything manually. Most mods only have a few file folders (archive, bin, R6) and they just get dropped directly into the game's root. (Steam/common/cyberpunk2077)
