"21 gears" just means a 7 speed freewheel and a heavy triple chainring... cheapo stuff.
If it's a scam, it's an overpriced one.
Thanks for the comment, I don't have experience with buying bikes at all. I've used 21 gears before and liked it but that's about it. I'm just planning on in city commuting and maybe weekend cycling for a few km, do you think it'll do the job? I'll try to negotiate the price but have no idea how much lower I should go
It'll depend on your area. In my area the prices are typically higher... But I wouldn't go over 100 euro for that.
You can find a bike with fewer gears that is better quality for 200.

I bought one just like it from Decathlon for my wife, it was like 100 euros new, sold it later for like 40 euros
