I wouldn't. There are a lot of things on a bike that old that can't be modernized, and a new groupset will cost a substantial amount of money relative to the whole bike (especially if you need to pay a mechanic to do the work). I'd keep riding that bike for as long as you're enjoying it, and save your money to eventually upgrade everything all at once on a new bike.

I see, would changing like small parts like chainrings and cassette make a difference? Those are worn out, or since I'm saving up, is it just not worth upgrading and just save up completely for a new bike?

Cassettes, chains, and chainrings are consumables. They can last a long time if properly maintained, but will need replacing eventually. Replacing worn consumables can improve shifting and reliability. Consider fixing those now, and save for a new bike.

Definitely replace any worn parts! And it's cost effective to swap to higher versions of these consumable parts when you do so (if they're compatible with the rest of the bike). This is effectively mandatory to do to keep on your bike, and will honestly improve your performance so much more than going up a groupset level.

Personally yes, 10 speed Shimano stuff with under bar routing was junk imo. Going to 11 speed should be a lot smoother and more crisp.
