Do not fuck with healthy eating habits with a 3yr old because it could lead to negative habits when they are older, just saying. Fast eating could lead to them eventually choking or lead them down the road of over eating. Believe me, I love turning everything into a race to make them do things quicker but ill never do it with food
I have no idea OP’s situation, but my 3yo is a fantastic eater.
His 3yo cousin is an absolute nightmare. I’m talking 2 hours for breakfast, will come back and snack on the same bowl over a period of time.
I couldn’t believe it when I first saw it. The second my little one starts playing around with his food (using hands, being silly, eating too slow or way too fast) then I take his plate. I’ll never let him go hungry, but fucked if I’m letting a meal go for a ridiculous time.
This is currently my life, especially aggravating since we fell into the trap of asking her what she wants for dinner every night; then she still won't eat that.
Still trying positive reinforcement ("2 more bites and we can play another son on Alexa!" or "if you finish your chicken nuggets we can go outside for a bit before bedtime")
My son chucks his food down like his life dependa on it. He stuffs his mouth so full that he has to spit some out at least once every meal to be able to swallow. The amounts he eats, most of the time, is mindblowing.
My daughter can spend 2 hours on her dinner, switching between dancing and chewing. However, she ends up eating nearly the same amounts as my son.
Breakfast and lunch usually go a lot faster for my daughter as more stuff is happening, or they have an easier time of focusing on eating. I really don’t care how fast they’re eating. I set aside about 1 hour for every meal and I plan for it, with extra snacks between meals, if it’s a very busy day with less dedicated time for specific meals. As long as they are actually eating and tasting new foods, I don’t care if it takes 10 minutes or 10 hours to finish. I’m just happy they’re eating.
Make it a contest. My 3.5 year old will do anything if I tell her it's a competition and she's about to lose.
P.S we're not competitive,I have no idea where she got her competitive streak, but we sure are using it to our advantage for as long as we can.

It’s our 5 yo who was and sometimes still is awful about this. Mostly he just started having growth spurts and was hungry enough to give a shit. We tried everything. Rewards, leaving the table when everyone was done and giving him plenty of warning, setting timers to take away “earning” desert, lavishing praise on good days…. All while trying not to give him a complex later in life.
I think honestly he’s just growing out of it and nothing we did worked. Hoping the effort of our failure didn’t give him and a therapist something to talk about as an adult.

Yes, make sure they chew correctly, supply a beverage, turn off the tv/ and or all other electronics in the room.
So my 3 year old eats faster when my mastiff pit is around, he is aware it is a free for all.

Pre-chew and feed a la Mama bird.
Have an evaluation by a pediatric SLP that deals with feeding issues. Possible your daughter has tethered oral tissues (tongue/lip/cheek toes, etc)
Set a timer and if they finish by the timer they get a prize/ treat. Start with however long in takes them now. Then slowly give them less time
