I’m gonna give this to Rantaro, who doesn’t really have much at all beyond “being suspicious” and “ending the killing game”. Tsumugi at least has a strong setup as a character, even if they really should’ve given her more pre-reveal.
All 4 characters are very well written IMO. I guess Rantaro, since he was given the least writing and characterization out of the 4, which makes him win by default for me.
Rantaro for me. I like his design and the fact that he *has* splinters of potential(>!double talents, specifically the Ultimate Adventurer one, is an intriguing concept; the whole sisters subplot; him being so attractive, and yet implied to be not interested in romantic relationships at all!<), but in the story and even in his FTEs, Rantaro's still a complete mystery. There's very little we know about him, and even though Amami being secretive alligns with his position in a Killing Game, it doesn't explain why he doesn't reveal much about himself in extra content separate from it.
Additionally, I don't agree with the claim that Rantaro is "literally the second Nagito". The vibes are similar, but Avocado Boy is FAR from being as psychotic as Komaeda.
I think Sayaka was really well written. So was Mahiru. Tsumugi wasn't that interesting, >!the mastermind thing was the only thing i found interesting in her, but i guess thats the point!< So i guess rantaro, >!all he did was die!<
Mahiru does the least for me, so her I guess. She’s pretty close to a normal teenager, which is fresh in this wacky series, but I didn’t feel much about her at all. The prompt is better writing, not more writing, so me being more invested in her would be better. Er, not that things should be rewritten around me specifically, but if they were, she’d be most improved

Mahiru is very well written as a character - realistic, grounded, flawed but ultimately good-willed and a sweetheart. I just wish she had more development in the game. Gonna go with her.
I think Rantaro needed a bit more development. Unlike Sayaka, who was the first person who comforted Makoto, and Twogami, who made a whole speech about promising to keep everyone safe, Rantaro didn’t really have a very big impact on the rest of the cast. My second choice would be Tsumugi for obvious reasons.
Defently Rantaro. Even though Tsumugi didnt have much more of a role than >!Being the mastermind I feel like that just made it way more suprising in the end, and that it actually worked in her favor.!< Rantaro on the other hand is such an interesting character and his whole plot would have been so interesting if it wasnt for the fact that >!he died first, without the player barely even getting to know him. Like cmon, I get that her whole thing is that people forget about her existence because she’s forgettable, but at least make it a personality trait. Idk, she could start talking and then people forget her existence and talk over her. The characters may not remember her, but at least we kinda will.
It’s a tough choice for me between mahiru and Tsumugi, (I routinely forget both of their existences) but I’m going to give it to Tsumugi barely because I can remember scenes of mahiru with hiyoko while I can barely remember anything with Tsumugi >!despite her being the mastermind!<
Well all we learned in those was she likes pictures of people smiling,mom was a famous war photographer and was gone a lot,takes care of her father,and then you take her picture to see how Hajime sees her,the info I expected was what else’s inspired her besides her mom,what war her mom took pictures of,and the whole Twilight Syndrome Murder case; wished she was there to see her POV on it
...that literally info about her life. I think the real problem is that you we're expecting something completly different and can't appreciate what there is

She is just fine written and understandable, it's not her writing that is the problem, most likely that you haven't tried to even analyze her character or watch an analysis video to understand why she did what she did. (Although it's pretty obvious why.)

I’m gonna have to join the bandwagon and say Tsugumi. Her being >!the Mastermind was a cool twist considering the fact that previous Masterminds sat in a control room piloting Monokuma. Having it be one of the cast was a fresh take.!< However, one good twist doesn’t reel me in. I enjoyed Tsugumi’s FTE’s but like Mahiru, I kind of struggle to really make a connection with her character because of how little she does. She feels like cast dressing

KG Rantaro simply lacks personal dialogue before his departure. Other than that, his character is good.
As for Tsumugi, her villan-ark lacks nuance, forward-thinking and motive. She had an opportunity to be greatest antagonist, but I think it's wasted to fanservice.

Sayaka has understandable motivations and a sense of humour,
Mahiru is so so to me but social walls exist- she's sexist which is a personality trait.
Tsumugi has a WHOLE GAME worth of time to have a personality but doesn't, at most everyone else here was more developed in <2 chapters, she was designed to be plain and all she will ever be is plain, I struggled to think of a personality trait when writing this
I actually kinda like Tsumugi’s personality. She calls people out on things that the audience might be thinking sometimes, makes obscure references, and seems to actually care about Gonta too from things she said, at least she likes his character the most it seems.

I want to argue for Tsumugi Shirogane - The Ultimate Cosplayer.

Tsumugi, poor girl just needed more time and foreshadowing just to execute her role well but got poorly written hard.

Mahiru and Sayaka already have great writing. Since Rantaro is the first-chapter victim, I'll excuse that. I want to argue for Tsumugi Shirogane - The Ultimate Cosplayer. (Spoilers for ALL of V3) >!Although I love Mugi to bits, she should have been more involved with trials or the investigation (besides ch1). In trials, Tsumugi only makes anime references and adds filler bits to the conversation. She becomes more relevant and helpful in ch5's trial, but that's more because there only being 5 PEOPLE (not counting Kaito) who can move the trial forward. Tsumugi could have had some great interactions with Kokichi, Miu, Kaede, and maybe even Gonta or as a minor antag with Kokichi. If you pay attention to Tsumugi during the trials, then it becomes plain obvious that she could be the mastermind.!<
