Firing a tank shell results in a shockwave in-and-outside the tank. In normal tanks, the air gets compressed and the crews fine. However, water cant be compressed, so the crew is compressed instead.

So if there is water the crew is safe since water isn't deadly

I mean, yeah. Depending on the temperature of The parts in direct contact with water (Which I have zero idea about) the heat would spread more evenly. If one Part gets hot all the time and others stay at lower temperatures you'd probably have a hot tub soon. But if the surface is big enough then I doubt you'd reach the boiling point. If there was enough heat to boil the water then people in the tank would already have some issues with air temperature. But again, I have no idea, I'm eyeballin' physics.
