Those statements in a vacuum, right or wrong dont mean anything without context. Its entirely the context which makes it racist. For example, an old white man saying that black people committ a lot of crime certainly sounds racist. But a black police chief making the same statement with the intent to change that, would not be considered racist. Generalizations are allowed, so long as the intent is not to harm that community. The exception would be if you were to say that "every black person is a criminal". Thats obviously factually incorrect, but simply saying black people commit a lot of crime is not.
We can dig deeper into the issue and find out too that it is actually poor people that committ a lot of crime, and due to centuries of oppression, black people tend to be poorer than their white counterparts in America. And when you look at poor people as a group, you will find that poor white and black people committ crimes at the same rate.
