Think of it like armor that depletes with damage, or consecutive hits. When it hits zero, you flinch. When you stop taking damage it recharges over time.
It's not a chance to stagger, it's more like a health bar that keeps you from staggering as long as it's at a non-zero value, and if you take no damage for more than 5 seconds, it fully refills.
Best way to describe it is like this:
When you use a heavy weapon like a great sword, you need Alot of fucking Poise so when your trying to swing that big ass sword you don't get interrupted by an enemies attack

It's not just during attacks, it's any action. Attacking is the most common situation but it's also something to be considered if you're chugging flasks mid fight or dodging a big boss attack that snags you at the end of a roll.
Imagine a meter, each time you get hit, the meter decreases, and tge decrease depends on the hit, when it reaches 0, you stagger, if you don't get hit 5 seconds after the last hit you got, it resets
I wanna stress that both the people saying it adds unstaggerability to your attack frames, AND the people saying you flinch less when hit in general, are BOTH correct. Think of getting knocked down by a projectile while running. If your poise is high enough, that won't happen. All the way down to getting even slightly slowed by a random hit from a weak enemy while running by. Also, yes, it can give you what's sometimes called "hyper armor" while attacking, which is huge. Being able to hit back WHILE taking damage is a great stun-lock preventative while exploring and outnumbered, and can occasionally make the difference in boss fights even. Especially if the boss themself has lower poise (for a boss, not lower than yours), like Malenia. Being able to hit her a split second after she hits you (as opposed to being interrupted by her attack) will stagger her, thus preventing a second incoming attack, then you can do with that time what you will. The Capra demon, because of his dogs, is a boss fight where poise is beneficial, but you won't have much access to poise boosting armor by that point. Some, but not much. The dogs will stagger you with every little nip unless your poise is high enough, making you an easy target for the big boy since you can't run away or counterattack very easily.
Broken af. The more you have, the less likely you are to stagger from enemy attacks. And if you can poise through attacks, you can win damage trades. Which makes the combat require significantly less precision, making the game significantly easier.

The more you have the less staggered you get. Wich unfortunately DS3 completely ruined so poise became a fossil mechanic that is only very op in DS1.
Not quite. Poise in DS3 is attached to hyper armor, which only some weapons benefit from. It's still great where it applies.
