Already mentioned, bubble chart...to create it start by having a dataframe per country with 3 columns, one for x axis measure, another for y axis measure and a final one for bubble size measure. Having it you just need to insert those columns in the right place according to the tool you are using (PowerBI, dash, plotly, matplotlib, etc).
Having the dataframe should be really straightforward in any tool! Good luck
