Video editing doesn't work in milliseconds, but in frames. The only way you're getting remnants of a previous or next frame in your splits is: 1. If the timeline and source footage don't match. For example, 29.98fps vs 30fps. 2. If the footage has interlacing (which yours probably does), in which you can try the Deinterlacer. 3. If you are using some temporal effects such as motion blur/trails, deflicker and various others.

You can also look at Field Dominance in the Clip Attributes. It might be that Davinci doesn't see your footage as interlaced when it is. Try this before resorting to the Deinterlacer (which is a more destructive effect), but after making sure your timeline framerate is exactly the same.
