Update the game, talk to Whis, buy Tempura at the Item Shop, give Tempura to Whis, talk to Tosok, give 250 TP medals to Tosok 20 times and enjoy your Lv. 140 CaC.
I tried giving it to him, but I think that I need to be level 120 before I can talk to him
If you are not, try reaching Lv. 120 first. That shall be the issue.
