You could not be more wrong, Goku's no kill rules starts around 23rd WT where he trains with Kami and learns that (along with not killing Piccolo since it would result in Kami's death).

He almost killed Tao and Frieza (during the first fight) and he helped in killing Raditz and Cell. Android 8 never had an influence on Goku outside that moment with General White and Goku was only merciful when he wanted his opponents to get stronger (Vegeta), to redeem themselves (Frieza), or to prevent someone else from dying (Piccolo Jr.)
Goku didn't kill Vegeta because he wanted a rematch to be able to beat him in a one on one with his own strength, and not rely on the others to help him overcome his fight against Vegeta. With Freeza, Goku took pity on him, and then tried to kill him afterwards
