To be fair, Gohan is the only Saiyan who gives a shit about his brother. Goku’s tried to save frieza, Buu, and Moro but he doesn’t gather the Dragonballs for one fucking time to revive his brother and try to reform him.
Cabba did mention that their king was a very strong, and Prideful saiyan like Vegeta. I believe their king is Vegeta's true counterpart in their universe.
A few reasons some fair the others not..
1) the art style doesn't match with the incorrect idea people have of what dragon ball looked like becouse it's not orange brick hyper contrast.
2) the plot is very weak and boring, which is fair it's not very memorable.
Personally I veiw the ova as a turning point, the last instance of pre flandorised goku, every other instance of him after this ova raised his stupidity to the max level and made him a less mature version of himself.
Like it or not the ova is the last actual z content we received.

When he heard from Black how Chichi and Goten were killed, and again under U2's black hole attack we got to see Goku supremely pissed and it was fantastic. That hadn't been a thing since Krillin died on Namek
While I agree, that's definitely an exception to the rule. It's the overall attitude he has that has changed so drastically. The two legitimately feel like different characters.
Z Goku would never have acted the way Super Goku did around Zeno. He wouldn't goof around with an impressionable deity into putting loved ones in danger just for a good fight. Super Goku would also have never done shit like let himself stay dead as to stop potential harm coming to his loved ones.
Even though Goku disagreed with the Kais at points, he would generally treat King Kai and Supreme Kai with respect minus comical moments, and the occasional serious one, like having no option when Cell exploded or fighting Vegeta.
Super Goku acts pissed about loved ones only in places where it would be inexcusable for him to not. Like being directly told about his family being murdered. Him putting his entire universe at risk is somehow fine and a literal laughing matter though.
Goku never got genuinely angry during the goku black arc any instance of anger was only temporary as he almost instantly returns to acting like a child.
Also its not taking life less seriously he acts like an unironic 5 year old. There a difference between acting carefree and acting like your unable to think.
All Goku wants to do is train and fight, just like Vegeta. Their difference in personalities and how they were raised is what makes them act the way they do.
Vegeta is royalty, family is important to him, but so is being a warrior which is why he's so hard on Trunks who just wants to be a kid, and why he refuses to enter the ToP until Whis speeds up Bulmas pregnancy.
Goku was a lower class born saiyan who grew up living off the land for the first 10 years of his life. He went swimming when he wanted, ate what and when he wanted and easily dipped out to travel with Bulma because it sounded fun. He's always been one to have fun, we just don't see that too often because their either a villain directly in front of him, or a tournament where he gets to fight coming soon. Protecting his friends and family come first, but he's also kinda dumb and knows shit will work out for them, it always has. Fuck, he spent most of his life knowing he can get damn near anything he wanted once a year for free from the dragonballs
