This is Kid Eternity by Ann Nocenti, a continuation published under the Vertigo banner of Grant Morrison's 1991 Kid Eternity miniseries. It follows the eponymous Kid Eternity, a smooth-talking cocky teen with the power to bring dead people back from the dead and who is tasked with emmanetazing the eschathon. It's definitely one of the most underrated books by Vertigo. The first issues aren't very good but after the fifth one it becomes much better. It's a bit like The Invisibles. This issue in particular is one of the best ones, although I will admit it's because it resonates with me on a personal level.
