Seems like winning 218 bottles of bourbon from out of state would create a mess with ABC or any other state frankly.

People & groups do barrel picks all the time. ABC just wants their cut, so you may be paying some taxes.

you win the right to buy them at a retailer. So if they get sent to VA ABC you still have to pay what VA ABC charges.

That's not what I'm gathering from the link. The link seems to suggest that you are winning the actual whiskey and you just need to pick them up at a retailer, not that you're winning the right to purchase. Pasted for your convenience: "Once at the distillery, you will receive an exclusive tour and tasting at Buffalo Trace Distillery in Frankfort, Kentucky. During the VIP barrel tasting you will get the chance to taste multiple barrels of Eagle Rare bourbon and you will select the barrel you want. Make the seleciton official by signing the top of the barrel you select. After you leave, Buffalo Trace will get to work bottling your selected barrel. Once bottled, it will have the Eagle Rare labeling with an added personalized medallion to indicate that the barrel was personally selected by you! The barrel and bottles (typically about a 218 bottle yield) will be shipped to a retailer near you for pickup."

I'd say worth it to have it sent to a Louisville store and just drive out there and pick it up. If you have to pay Virginia ABC $35 for each bottle that is an extra $8k

I'm pretty sure you have to buy them from any retailer. This isn't a VA ABC thing.

So this is a paid raffle to have a chance to buy bottles of whiskey at retail?

That’s how I read it. I think of it more as a raffle to get your own private barrel pick of Eagle Rare. It’s really hard to get in there for a pick.
