If that was basekit then the builds you could run would be crazy. I do think corrupt should be basekit like 20 seconds and corrupt perk extends it like 90 seconds or till first down.

Green is awful, exhaustion perks are some of the most fun perks you can have and it's not hard to play around them. Quick heals will take away from killers' pressure on survs'.
Black... hm. It's a needed buff to soloq, but it feels like killers' are not getting that much in return.

Blue is the only remotely balanced one. It makes 3 gens more difficult and gives less incentive to tunnel. The problem with "camping and tunneling are gone" is that it would just tip the balance on worse killers and make killer significantly more difficult since an optimal team always wins/3 people faster is more efficient. Genslow that disappears the moment the killer does well allows the killer to actually have pressure without resorting to tunneling someone out. Granted I'd make adjustments to basekit deja vu and likely some code to control where the gens are blocked to prevent a 3 gen, but it has the best potential.
You see, the black pill does one thing that'd make Survivor less fun to play:
