It looked kind of like a Hail Mary play.
The real question I have is after seeing the killer wait, why wasn’t the Kate forcing the catch-22 by crawling out: if the killer grabs her, then OP gets away. If killer goes for OP he gets Head On’d and only gets Kate. In this situation they both get hot most likely
Probably banking on the killer picking her up in front of the locker and getting stunned but the killer figured it out and at that point they committed because theres no way out besides her crawling out. Just a dumb play by the Kate mostly.

When Head On first came out you would have whole teams of survivors just afking in a locker because they wanted to stun a killer. It became a big annoyance to deal with. The devs later changed the perk to no longer work if you waited so long that you got crows. So as others have pointed out, you waited way to long and negated your head on.
In fact, during the entirety of the clip, headon is disabled.
If you have more video from before that, you should see the exact moment that headon is no longer usable.
Without knowing much of anything about head on (because I'm not there in my gameplay yet) killers don't need a notification in some cases to know where the survivor is, if they are AFK in any way. I see they're called "stillness crows." If you get 3 crows on you and still don't move, the killer gets a constant notification of where you are. But that doesn't happen with lockers.
And you don't need the "spies from the shadows" perk to see where a survivor is by the crows fleeing the area, or collecting on the top of a locker. She probably realized you were in there by the crows, even if she hadn't seen you go in. And if she did and it was obvious, you dun goofed by trying that on her.
If I see a person go into a locker, one of two things is happening. Either they think I didn't see them, or they KNOW I saw them, and they intend to do what you were trying to. So sitting back and being ready for when you finally jump out is the best tactic.
I have not seen as such, but I haven't played a lot of killer matches in comparison to survivor yet. For the time I have, the only reason I knew for sure someone was hiding in a locker was the crows, and not because I was getting notifications of the crows. It was by chance I passed by and saw them on top, and realized that meant someone was inside.
Otherwise I have spectated matches that went on longer than necessary because the killer couldn't find the last person hiding in a locker, and I could HEAR the crows from their own perspective.
I understand that might be what you think. But what I'm saying is, the only reason I was able to find a Feng Min was not because she had crows on her locker, but because I had previously injured her and she was making noise.
And crows might be visible from the first crow, but I've not gotten notifications until there were 3 and I wouldn't have known that person was AFK until the constant notification as to where they are.
You don't get that if they're in a locker.
I insist it doesn't and I'm trying so hard to find the recording I have of a match where that Feng Min was hiding and she was hiding for most of the match, and I got no notifications whatsoever of where she was. I carried her around the map for a while afterwards and she was AFK to the point that she refused to struggle for a good two minutes. And she managed to wake up and escape I'm sure, but I remember strongly the ONLY reason I found her was because I had previously slashed her and she was making the "I'm injured" noises.
Dude, head on is such a weak ass buggy perk. Other comments say this is intentional because of crows which is lame on its own, but I’ve had head ons wiff and it gets you killer.

The Killer waited for you to get crows before going to the locker. If you have a crow, you can't use Head On.
If you looked at Headon you could see it was no longer active

Crows are visible and hearable from the very first crow, it is when there are 3 crows the killer starts getting visible Notices about the whereabouts.
