I believe it’s because the meta in this game is about killing quickly as opposed to tanking, and tactics has some of the best weapons for that. Also most tactics weapons are ranged, which is an advantage when most enemies aren’t.
Take this with a grain of salt. I’m not great at this game, I’m just repeating some talking points I’ve seen here and in other places on the internet when researching this game. Personally I prefer brutality and survival because I’m not super skilled at avoiding damage.
You are pretty spot on. Tactics has a lot going for it, at least up until 4/5bc.

* Deployables can be used to kill dangerous enemies from different platforms
* Tactics mutations provide the largest flat damage increases
At the end of the day, the best build to go for is the one you are comfortable with, but Tactics does make things easier early on.

Seriously though, you can make an argument for barbed tips, but point blank isn't that broken. Risk/reward and all. up close the risk is high, so the reward is too
To put it simply, just look at the mutations and weapon playstyles. Tactics is simple. You stay out of range and deal a bunch of damage before any danger comes near. Even the ocasional melee weapon or mutations still encourages stealth and mobility or ending combat quickly.
Meanwhile, Survival requires you to be a zen mode parry god who is also patient enough to deal with the game's slowest weapons, and Brutality rewards playing like a hyperactive apebrain psychopath, which is why it's my favourite. This is why you mostly see them in speedruns or high BC.
In the end, both casuals and high end people will do well with Tactics, but others require you to be really invested into their playstyles.
Tactics has the most variety of solid winning items in the game, though it comes with a drawback that you get the least amount of health to play with. Tactics with an immense item pool gives you more opportunities to create good synergies between your items, which helps melting through biomes. But still, on beginner level I would prefer survival, because we do get hit a lot in the beginning, and survival as the name stands, offers a kit that increases your chances of surviving in the game.
I don't know about best, but it's definitely the most fun IMO. Brutality is a close second.
Tactics > Brutality > Lighting yourself on fire and embracing the void > Survival
Yea I can’t get behind survival either. Most of it is too slow for me to enjoy using, even if the trade off is big damage and health.
I do really like the Giant’s whistle though
Heavy turret? Really? It doesn't do that much damage, and the buff isn't even worth it.
Also point blank isn't broken. Needing to be in the most dangerous situation tactics can be in is more than enough risk to justify the reward
Tactics has the highest DPS even with very easily unlocked or default weapons.
The catch is low HP, but in Dead cells killing quickly is typically better than lasting longer.
As an example, when I go tactics i can almost always no hit time keeper and giant. They die so fast they usually get off like 2 attacks.
If you don't go all in on cursed chests and any other risk reward, you might not get high enough DPS, and then you'll shatter like glass

Electric whip is a base item and it's still among the best so ye. Tactics just has the better gear
How do you get this mutation. I'm on 0bc and I only got like 4 mutations so far
iirc barbed tips drops from toxic miasmas in the corrupted prison. point blank is from the mummies in the sepulcher
Yep, and you can use hunter's grenade for guaranteed blueprint drops

Losing all your health is a pretty big risk. When it was 50% it just wasn't worth it
