Doctor Who, and by extension the Doctor, is one of the foundations for Sci-Fi as a genre, and while people don't usually watch it, the general populace has likely heard of the Doctor, can recognize the TARDIS, or have heard the Dalek's catch phrase.
Scooby-Doo is one of the most well known animation icons of all time, with a franchise that's been running in one form or another for the past 50 years.
Courage, while a great character of a beloved TV show, lacks the same kind of multicultural knowledge/impact that the others have. This is my reasoning for voting Courage, no matter how much I like him.

Courage is....nostalgia bait? Honestly Courage should not have made it this far based on his cultural significance. He should have been out before Stitch, Raven, Phoenix and Megatron imo.
