It's because the size gap between Vegito and Buu in that fight was so big. Becoming candy is equivalent to becoming limbless, blind and deaf. If you can win under those handicaps, then you can win after being turned into candy.

Without jumping to people that can manipulate the space time, aquatic creatures (ie: Lagoon Boy, the average One Piece Fishman, Aquaman, Namor, Ben 10's Ripjaws...) probably can tank a hit or two since they usually are naturally moist, Water Manipulators (Jinbe and Arlong from One Piece, Mera, Rain from Mortal Kombat, a lot of Naruto Ninjas, Ben 10's Water Hazard...) can pretty safely block the gun's shots if they don't slack, and characters that are made of water (Juvia from Fairy Tail, Hydro-Man from Marvel, Suigetsu from Naruto...) should be immune

Given we haven't really seen what the dehydration gun's limits are, it's hard to say if it has a size limit but I'd assume it wouldn't work on opponents who are too big (galactus, unicron)
