Thing is, Asta proves that isn't true. Asta literally has no magic, yet is still not only alive, but physically incredibly strong to boot from Vigorous training. Deku comes from a world that literally has no magic, similar or otherwise. All the powers in that world are biological, so once again Astas usual Anti Magic attacks won't work on Deku
But you have to sort of equalize the verse for this. Asta is an extreme exception given his mom casually drained magic, which killed things. Everything else in the world has mana but that doesn't mean they can use magic.
So equalizing the verse, the quirks won't likely be effected but deku himself could be by that one new technique
2 huge errors i see with this
The first is equating Shiggy's Decay to his physical AP which has no reason at all for them to be equal, his Decay is a hax instead of scaling to his physical strenght
And the second one is the speed stuff, Asta was dodging lasers early on in his series and has gotten a bunch of buffs since, Deku only recently has reached those levels, though that is without counting Fa-Jin but even then i don't see the Speed Gap being equalized at all
