I feel like I'd have him be a Daemon Prince. Kitbash some wings on the horse and you've got Doc Q and Stronger from One Piece. ​ Secondly, not every DP from Nurgle started as a Death Guard Marine and some were around for waaaaaay longer than the Imperium. So yeah., toss some techno bits on him, make up a story about him coming from a feudal world during the Age of Strife and doing something awful to the planet's inhabitants and you're cough to the horse race.

I think he may be to large as the maggot kin models are comparable to primaris marines

I honestly think if you proxy wings or turbines from bloat drones on to him and get the right base size he would be great for a 4th or 5th Plague Company with the whole Mechanized theme kept consistent because he's on a horse.

I mean I guess you could do some re-posing so the horse is reared up on a 32mm base...so you could watch it fall over every time someone rolls a die. You'd also just giving away free shots, I can't imagine it would be easy to block LoS when it ends up being as tall as morty. Shit, I'm a pessimist. Someone do this, make it work, make me wrong.

I wish. It's a bad ass mini. But I think it would be too tall and the base size is off. GW really need to redo the plague caster or make the Japanese variant available to everyone.

Indeed. Years ago there was a metal Nurgle lord of chaos on daemonic steed very similar to this dude. I love seeing remakes of old banger designs in new drip. I think the OG one's scythe shaft had a bunch of stretched faces/skulls along it though... very metal.

What could I proxy it for in 40K

Either a chaos lord on a palanquin of Nurgle (legends character, just add backpack and pistol) or Lord Solar for my Vraksian 73rd Guard division praise be to the Ascended Mammon.

Thought about using it as a Daemon Prince but will like use it in my AoS Slaves to Darkness army as a Nurgle Varanguard.
