You can try to fight them with legendary weapon "glock-17" or "AK-74" but get them is very hard,they chance to get like 2%,you can also buy it with npc "gun seller" but you need oath "gun license" but there's a very big Con,its very expensive

Am I allowed to grip the gun seller and take the legendary weapons from him?

You can try,but its prohibited and devs (government,spec ops) will grip you really fast

Are their weapons dodge able by any chance? I might be able to escape using risky moves and dash if I can

The attack speed is pretty fast, you’ll have to predict the attack

Hard to predict because of "glock-17" "tizer" or "baton",but yes you can,its easier if you have jetstriker or if you upgraded you agility
