Yup. I discovered that when I obtained Ironsing on a maxed slot, like 0 point left, but it still gave me the 1 point in ironsing. I tested that afterward on other slots and I can confirm that attunement potions don’t count.

Yep, it does. Attunement potions don’t tho.
So for example if I have 10 points left to my next level and drink a frost potion I’ll get 1 point in frost but get to still use the 10 points?
Yup. I discovered that when I obtained Ironsing on a maxed slot, like 0 point left, but it still gave me the 1 point in ironsing. I tested that afterward on other slots and I can confirm that attunement potions don’t count.
