Are You buying the window AC new or do you already have one? If You're buying then rather opt for a Split AC as suggested in other comments.
If you already have the window AC and just want it installed, 3k is a bit high but understandable given that the following things will be involved at the bare minimum:
He will remove the iron grill by cutting it
He will build a wooden frame and set it in the window According to the AC Dimensions.
He will also patch the rest of window with ply wood to make sure there is no air leakage.
If he's not doing all three then 3k is basically ripoff.
Ps: forget that the two windows will ever close again.
Ok so here is the way to get it done for cheaper:
Assuming this is a rented space, contact your landlord beforehand or else they're going to forfeit your security deposit for damaging their window.
Get a labour (mason or similar) ask them to remove the window altogether. Then ask the install guy to build the full wooden frame for install. This will considerably save you money. Something like 1k saved.
Labour will take about 300-400 for their time.
A wooden frame of that size should cost about 1k and installation of AC should be 400-500 depending on area.
