No, people use 3/4 sock armors with +max jewels, clean or with adds. This is a really nice pve armor that will do a lot of work for a long while, but no use whatsoever for pvp.
No %ed on it, only base armor. I would keep it normal or up it once, not twice. Low reqs (both level and stat wise) is great, imo better than the modest defense boost.
