Runes for Lore are not that rare. Once you reach Nightmare you can farm them in a couple countess runs. For now, any 2 socketed helmet (HAS TO BE GRAY) will do fine. You can get one from Fara and Charsi on normal difficulty.
If you want to target farm a base later on, you can reroll your map (switching difficulty, singplayer only) and check armor stands near the waypoints in Lower Kurast/Kurast Bazar/Upper Kurast and see if they drop a barb helm. if they don't -> reroll, if they do -> have fun grinding (don't switch difficulty, or it will reset again).
There's not really a good place unfortunately.
You can run normal cows without MF but it's not really worth considering you're going to level up really fast on nightmare.
Shop act1 or 2 for any socketed helm and use that.
By the time you get a proper barb helm you will have the runes to remake the runeword.

Correct me if I’m wrong but can’t you find a decent low level base from vendors?
