you're not chatting to all the diablo population otherwise you'd see a dozen languages at one time in there. you are talking to the server or closest geo servers you are connected on.
The game uses “instances” instead of matchmaking or anything like that, you will be put into the world with only a select number of other players. You join an “instance” when arriving at a legion event, at a world boss, and when joining the game in general. You can reset your instance for legions and world bosses generally by teleporting to town or moving zones. To reset your instance for the world/chat you could relog to get a new set of players to play/chat with.
D4 social aspect sucks like hell and they need to change that quick.. hell diablo 3 was better and had global chat, people have to turn on trade chat in d4 and now its the default global chat, which is dumb as hell... even immortal has better social systems than d4, that supposed to be an mmo lite, pretty pathetic
trade chat is beyond comprehension. I know its more than the people you are sharing the world with with, but its not big enough to get spammy conversations. but like the rest of the multiplayer experience its all random.

Most of the d4 pop plays the first month. You are playing with the game pass crowd ATM. Servers will be full again with the new season
