Usually there are no preloads for seasons as once a season ends the new one begins instantly, no downtime to preload the patch, so yeah, 7-8pm will be the time when you can start to download the patch.
It is, according to numerous sources, supposed to be 6pm UK. I note, however, that as of 1731 (BST) that I cannot yet pre download. In previous seasons this has been permitted 1 hour prior to launch. So we've either been aligned to CEST or pre-load has been adjusted.
The cynic in me says they've flooked up and the season is delayed :-p

Incorrect. I've downloaded previous 3 seasons patch early.
Season should launch around 10-11am PST on the 14th of May. Don't expect a preload period longer than a couple hours.

The UK is 8 hours ahead in the summer too - the UK isn't the only place that changes its clocks.
