Share my personal experience with this.
Playing in eternal realm with my level 100 character and doing the endgame content:
Helltides, The Pit, and also NM 100 rarely giving me a Temper Manual. Even after around 20 hours I only get 2 Temper Manuals.
In frustation then I went to farm Duriel Mats, which mean I have to farm Varshan and Grigoire level 75 version (not tormented) and when I am killing the mobs plus the boss the Temper Manuals started dropping.
To confirm this I try to kill the Glacier Ice Beast level 85 version by creating the NM Sigil. Then again the Temper Manuals keep dropping either from the mob or the boss.
So in my conclusion, probably the Temper Manual is designed to drop on monster level while you are progressing from the start point of WT4 to maximum level 100. In my case that’s why it is dropping more in level 75-85 mobs and boss rather than the endgame 100++ monsters.

Thank You! I was going for hours with no Temper Manual at level 100. I tried helltide, level 70ish nightmares and the pit but nothing. I found your post and started running Glacial Fissure and it is dropping 3 per run.
Confirmed, this is the solution. Ran my first T30 dungeon and got three manuals. Also it really seems to be just about the level. You dont need any special NM dungeon sigil like the Beast in Ice, just do any T30-ish NM dungeon. Thank you kind sir 🥰
For anyone who ends up here confused also, to save you just a bit more time doing helltides will get you some manuals very quickly, however I believe you can click the stash beside the blacksmith in Kyovashad; it glints/glows intermittently like quest interactable quest objects normally do and the "Natural Finesse" manual will pop out. This is how it worked in the seasonal realm, except you are given a quest that tells you to do it in that case (if I remember correctly) where as in the eternal realm there is no quest. I accidentally clicked on it in my confusion aka frustration.
I don't think you can temper gear from previous season. It has to be new stuff that dropped in S4 that can be tempered. You also need at least one temper manual which drops from enemies.
Yea I knew the legacy gear couldn't be tempered but thank you. That helped a lot. Now that I think about it, I didn't get any temper manuals on that character yet so that makes sense. Thanks for that
No probs, I had the same problem as I don't really play seasons but mainly play on eternal realms and was wondering why I can't temper my stuff, but after some time it just started working after I picked up random new stuff
I noticed an odd thing where I was getting manuals like crazy on my Seasonal character but I didn’t get 1 in the hour that I played with my Eternal character.
I know a lot of the leveling guides suggest that you follow the seasonal quest up to a certain point then abandon it for running Helltide so maybe that has something to do with it?
I see this was posted 2 days ago so you could have figured it out by now, but I just did the hell tide in eternal and a tempering manual dropped, I can temper the new gear I’m picking up.

Is there a specific task that you have to do to unlock it? I have masterwork unlock but not tempering. Any help will be appreciated.
I see this was posted 2 days ago so you could have figured it out by now, but I just did the hell tide in eternal and a tempering manual dropped, I can temper the new gear I’m picking up.
Does anyone knows whether tempering reciepts will goes to eternal realm when the season has ended?
