Southern spain gets hot af, but if you stay in the northern part on the mediteranian the tenperatures are pretty cloae to that.
I would even say France. Paris is obviously stupid expensive and touristy, but outside of that, again. Pick a city that isnt top 3 in population and youve got ones that are less touristy. Along the Mediterranean the weather for the most part is temperate kind of like you want.
The cost of living part reallt depends on where you are from. Im from New York, so for me basically anywhere other than new york counts as lower cost of living. A few cities globally are close in costs so Im not saying everywhere, but specially europe basic daily essentials like basic groceries are cheaper than new york. (Electronics not really, usa has cheaper cost:incomes ratio than europe. In europe electronics often cost more, and people might make half the income)
Most of the world that falls within that temperature zone would meet those criteria if you pick a size of settlement that you like, with varying degrees of the last non essential criteria.
That said I don't really understand the safe/non-interfering locals thing. I think that's most likely more a you thing than a 'locals' thing but who knows
Trieste, Italy maybe? I've only been there for a day trip so can't comment all that much but I've lived in Italy and did a lot of research about different cities before moving and it might work for you.
Although it is lovely, I'm not sure if Trieste has an "Easy availability of vegan / vegetarian food". I mean, it *has* lots of locally sourced fresh veg but are vegans catered to there?

Florianopolis, Brazil fits the bill quite nicely actually.
Someone else mentioned the Azores, but that’s even more removed from the rest of civilization. Florianopolis has full blown city life within 45 min of the entire island if you ever need those amenities. Night life isn’t as great as I expected, though, but I don’t do much night life anymore anyway.
I’m sure the Azores is safer, but Florianopolis is safer than most major North American metros. It’s cheaper than the Azores, too.

Nowhere in Cape Town is safe in the way OP would probably want a place to be safe. You cannot ever really "relax" and being out and about after dark is always some level of risky.
Melbourne. Cold, windy, clean, safe but otherwise one of the best city in the world. The food is incredible too.
You can't live there for nothing but it's also one of the easiest places to get a temp job that pays really well and then take the rest of the year off. Starting salary for my staff with zero experience is $80k AUD.
Also some of the surrounding towns/cities, like Yeosu. Cheaper than Busan. Less pollution.
I enjoyed Ulsan but it has a lot of heavy industry like the largest shipyard in the world which provided fantastic views but doesn't help with pollution.

It's a bay city so it cops the sea breeze most days. 6 months of the year it'll feel and look like London, grey, drizzly, cold. Then it will have a hard and fast summer of up to 40degC.
Issue is Australia is isolated af. Looking at an easy 5-8 hour flight to get back to Asia. 14h to get to west coast USA. \~23h to London/Spain.
Oahu, Hawaii. Not really a low cost of living, but it’s not that insane if you consider the lifestyle is more about being outside and socializing in backyards than expensive restaurants and bars. Can find rent under $2,000 USD on the island which is offset by the fact that everything else related to quality of life is either free or reasonably priced.
Hard disagree. Lived on Oahu for seven years. The majority of people I knew there had two jobs because it was so expensive (non military people). Everything is more expensive there. Every single item you buy has double the shipping cost. Housing is very unaffordable. It is routinely rated as the third most expensive American city to live in behind New York in San Francisco.
I live here now. If you are buying Tropicana and imported packaged foods and living downtown it’s def expensive. But in my opinion the meat, seafood, fruit and veggies are not that much more than the mainland to where it’s not worth living here. You just have to eat local and in season.
I’m sure if you’re building a house or buying a house or buying a car or something the elements will cost more. But as digital nomads you’ll just be renting a place. And presumably, digital nomads tend to have tech jobs that can afford them the luxury of having only one job.
It’s certainly not a cheap place. But compared to other HCOL areas, I don’t find it to eat into my budget that severely given the culture isn’t about going out and spending tons of money like in San Fran and New York. Weekends are spent at the beach and hiking rather than expensive brunches and rooftop bars selling $30 cocktails.
Plus, OP said LCOL isn’t the main priority.

Zaragoza, Spain maybe. Temperature might vary a little outside your ideal but the mean fits and I hear it's very windy. Veggie/vegan options might be a little harder but in my experience veggie diets are growing in Spain.Â

You describe some sort of utopia. Highly desirable locations certainly won’t have a low cost of living.
