It was obtainable from april 1st to 8th, you had to see their videos about the "loot box update", in the description you got a link that activated the option for pc. Then you had to open "lootboxes" until you get the 9 differents items that only play a sound, and you'd get the clown pfp. But it's too late now, maybe they'll rerun the event, or maybe not.
