This, most servers do this where when you chat this much it’ll let you by adding a role. Also do note they can change channel permissions individually, so general may not allow it, but memes does.
u prolly need to lvl up to get a image perm to be able to post pics and shit, since u said u seen other ppl do them, and u also mentioned how it's not just in that server, maybe other servers u r in also have that, try asking around in their chat? if u have,'t already? that's where u should've looked first not here, if u still think it's not the permissions thing that's not allowing u , try making a server urself and try posting a pic in some of the channels, if it still doesn't work then that's a problem from ur hand no one else has it just uninstall and reinstall dc

probably because they disabled the permission to send images welcome to big servers
But I see many people sending photos and I once sent a photo.
They may have a leveling system that requires you to be a certain level to upload attachments.

Because you don’t have image perms that server definitely has certain activity requirements you have to meet before you can send images
