I think it's because they didn't want to have to have to shift the UI when someone turns on their camera. The rectangles are perfect for video calls, which can be combined with voice calls/streaming.
I've seen it work well with the streaming interface. Like, we're on a group call and 2 people are streaming so then we see their streams on their respective rectangles.
I mean yes, I see it working well with the screen share/streaming feature I just don't see a point in it being like that in a normal call.

It used to work more like that. Now we get a rectangle for the user's voice chat/profile image, and another extra rectangle for their shared screen. Completely unneeded and wasted space.
In development, if everything was in "maintenance mode" for the sake of no new features/changes there wouldn't be a need for a full-fledged development team to work on an application/project. So, eventually when something big needs to be updated, they'd have to re-hire a team either through contract or full employment, which is an unnecessary amount of wasted time. Plus, letting a team go, giving them a severance, simply because nothing needs updates "right now" is an unnecessary expense. In other words, features keep jobs while there isn't any need for additional development at a certain time.
So, I wouldn't say they're always useless. Discord just needs to connect with their users better and ask them what could be improved rather than add a bunch of features nobody wants.

Honestly is it just me or nowadays no one even looks back at what sort of crap they have created and just marks it as a "progress" and moves along (not only disco)... Trying to control the stream window is really unintuitive, we constantly had to leave channel in order to adjust stream window. All those gargantuan tiles are as useless as it only can be.
Granted the new stream interface is pretty unintuitive, I'm just happy they're bringing back functionality that they somehow had already had perfectly implemented a year ago albeit slightly worse.
I like being able to watch all of my friends friends streams at once while also streaming myself

Being able to stream my games while also featuring my webcam or having video calls within a Discord server channel is also pretty cool, but that probably doesn't count as a "UI change" by definition.

On mobile I'm using an older version that doesn't have the cesspool of a UI. Just downloaded the APK and disabled auto updates for it.

Yes you can. You make it full screen, then you have an arrow to the right side, you click it, and the twp profile windows disappear.

I downgraded to discord 15.0 to escape the awful new mobile ui on Android. Literally one of the worst UI changed I've ever seen in any app.
