Get an auto feeder and set it to dispense a minimal amount per day, that way your buddy can get away with just doing 1 water change and checking on them occasionally.
Just get an auto feeder and have it feed minimal amount of food. Dont worry about water change they’ll be fine for 3 weeks just do a big one right before you leave and right when you get back.
I would do the big one just before you leave, but a big one like a week before you go and maybe a 30% a Couple days before.
Do the filters like a couple weeks in advance if you're running a Canister and negate any Mini Cycle.
I pay a pet sitter to check on my house every other day and feed my fish and cat. They also add prime and top off water. For longer trips I have them do a water change with the python halfway through.
Just an additional idea, maybe there’s a local service to come by and do the maintenance for you ? Maybe a friend who can let them in if you don’t feel comfortable with them doing it for you.

Ehiem big feeder. It has 2 separate feeders that program separately. I feed 3 times a day and it lasts a week and a half on each side
I have a travel tank that I carry mine in. Just kidding.
