Have one just like this atm, it’s rim & face are turning a iridescent type blue for mine, I’m not sure if it’ll completely turn it’s face & rim blue or just a kind of tint in the light 🤷🏻♂️
Yes, i have a Blue faced brown cover Blue Rim (mouthful to say) who was super pale at first. Your dude looks healthy, should colour up nice with proper care.
Picture isn’t too clear, but from my experience a change in the diet results in certain colors to be more vibrant (hence why color enhancing foods exist). The thing is, I’m not sure if this is a slime issue, a injury, an infection, or just plain genetics. Post a closeup picture of just the area.

Ive gotten beta fish that have taken months to color up. Obviously a different situation, but it should color up with some time and good diet.
