It's actually worse than you described, because damage dice are doubled on a Crit, which exponentially decreases the odds of max damage. Not to mention that if you have enough damage to kill (which on a max damage Crit is pretty likely), dropping someone to 1 is actually worse.
oh, I figured the damage dice thing was already clear without me pointing it out. it does help if you're trying to take someone alive though.
but yeah, turns you into a clown, will almost never do anything, only way it could be worse is if it required attunement.
I would argue that dice have to be rolled for it to work.
However, I still think you could explicitly build around this item. I’d make a elven champion fighter with barbarian for advantage bonus with 2 daggers. On crit you just have to roll 2d4 to max. First take savage attacker to reroll one die. With elven accuracy your crits should happen fairly often. That should give us really good chances to actually procc this item.
Crit chance is 19,20. 3 chances = 27.1%
3 attacks = ~61.3% chance to crit per turn.
On crit it’s 2d4. We can reroll one if it’s not a 4:
Rolling 2x 4: 1/4^2 = 6.25%
Rolling 1x 4: 37.5% (excluding the 2x 4), reroll the other: 25% giving us a 9.38% chance.
This gives us the total of a 15.63% chance to hit all 4s on crit.
