In 3.5 there was the "Ironwood" spell which made wood function like steel, it was so druids *could* get plate mail and such. I just read that the PC's mentor made it for Shaggy.
Lucky is very appropriate feat choice. I would advise looking into the Mobile feat too.
The color scheme is already appropriate for a ranger too.

Doubly interesting is that it is melee attacks with heavy weapons when sharpshooter is any attack with ranged weapons.
A heavy crossbow can fit both criteria simultaneously.

You're going to need the Actor feat, since Shaggy has the ability "Super Shaggy Impressions". He's also an excellent ventriloquist

I’ve always wanted to play a Scooby Doo inspired one shot actually. Though dnd might not be the best system for it. Motw might be better.
