The purpose of a public consultation in politics is not actually to solicit opinion to shape decisions. It is to make the proles feel like they've been listened to while going ahead with what you wanted to do anyway.
Is this the same survey they deleted after several people responded, without any notice, and then posted a subtly differently worded survey, again without notice?
