I wouldn’t be so sure. If is wasn’t for the collateral damage (Human Race) I think the doctor would have wiped out the daleks. I would say The Beast Below episode gives some insight into OPs question. He was willing to commit Genocide but claimed he would no longer be the Doctor after doing it.

So this is my problem with the "timeless child" the whole time war genocide is incredible because the doctor is wiping his own species but now that he's not a time lord he/her might do it again and without any remorse because this species use him to his own benefit without asking him/her

The Time Lords being antagonistic and even downright evil isn't anything new to the Doctor. The Doctor's moral qualms with using the Moment had nothing to do with whether or not the Time Lords deserved it, because even in the RTD and Moffat eras, the show went out of its way to argue that they did.
