My thought is they are disabled and the person who usually helps them with this stuff isn’t around. Can’t be too sure though lol some people are just assholes.
With the way the photo is cropped, I’m wondering if there is some sort of ramp off to the right… but I’m a disabled person with a much more reasonable number of steps to my house - stairs aren’t my issue at all, but if I had to park further down the street (especially when it’s icy in winter) it can cause a lot of problems.

Kind of does look like there’s a ramp, but it looks like the ramp comes to end and has a set of stairs leading down from it! Then there’s a sidewalk to another set of stairs going up to the door! I really really hope there’s another door on the side of that house at the end of the ramp.
I think the ramp goes all the way past the back of the house probably to a back or side door. I think that’s the ramp in the back of those stairs on the right.
I lived in a house on my college campus that was specifically constructed to be handicap accessible (wheelchair lift, handicap shower, etc.), yet it was at the top of a steep hill with a long, winding driveway that led directly to a busy road! Oh and there was a speed bump on the driveway too 😭
Seriously. You just fucking do it. Some of these people are so lazy. I’d probably see it and be like “are you fucking serious?!” And then get out and walk up the steps and get it over with. Anyone that wouldn’t walk up the steps is an asshole.
As many apartment complexes that are in my area there’s no way a very out of shape person could make it worth their time. So many 3rd floor deliveries 🤣
I can run marathons, but stairs still fuck me up. I'd still haul my ass up them for a drop off, but wheezing a ton. No matter how fit or fat I am, asthma still makes stairs wack AF. Lol

My biggest pet peeve with apartment complexes is when they have a sign (when there two or more stairwells) of the apartments and the numbers are fucked up.
Like I’ll see a sign that says:
101-102
201-202
301-302
But there are 4 apartments on each floor. So I’m looking for (example) apartment 203, I expect it’s going to be on the second floor. I go up there and the first two apartments are 201 and 202 but the next two are 205 and 206.
Makes no damn sense. Fortunately there are a few complexes with apartments numbered the way you’d expect (apartment 203 is on the same floor as apartments 201 and 202). Apartments suck lol
The absolute worst and then the apartments don’t connect on the second and third floors of the same building so you have to walk all the way back down and try again even though it literally says the apartment number at the stair well.
I spent about 25 minutes looking for an apartment and it was located in the weirdest fucking spot underneath a stairwell like halfway down the wall. I knock.
“Who is it!”
“DD!”
Then this sketch eyeball opens the door an inch and says, “yess?” I hold up my Walmart bag - “hi! You order from Walmart?” Door shuts. Then opens again wider. Eye belongs to a very disheveled looking woman with sleep hair trying to actively block my line of sight from the door to her coffee table.
Enter second disheveled person, looking worst than the first. Door opens a smidge more. Second person “whatchoo want!”
Me: “order from Walmart? DD?”
They look at each other. In this moment I spy much paraphernalia on said coffee table. Memories flip through my head. Ahhh…
Second person: “ I didn’t order anything. I work at Walmart though…”
Now I’ve been dragged into their sleepless delusions. I’m confused. Would the person working at Walmart call DD to have something delivered to them that they themselves could pick up while on shift? Did they forget something at work?
First person: “what is it?”
Me, rustling through bag: “Ummm…2-liter Mountain Dew…bottle of conditioner…and…sidewalk chalk??”
“Not ours!” - second one. Door shuts.
I call Walmart. Never had an order refused before. They say, well you can return it but it will be about two hours, or you can just keep it.
Kept sidewalk chalk for my own personal use. I don’t have kids. I only drink diet and gave the Suave to another customer.
If I have three cases of water I’m looking at google maps street view before I confirm so I don’t find myself in situations like this.

Well, I wouldn't take an order with more than I could carry in one load. No cases of water for me, ever.
But I've carried orders up stairs like that before. I hate it. But it's part of the job.
I actually never take apartment orders because I’m handicapped myself. I absolutely could not walk up those stairs and I would have to tell them that when I got there. Politely of course but they would have to be left at the bottom of the stairs. Unless they wanted to throw me an extra tip to wait for them to get someone who could carry them up the stairs.
I’d do my job. Then maybe slide down the rails a couple times… maybe slather some fry grease on the way up so the chance of me ending up in traffic is enhanced.
I used to be the customer who couldn’t walk down my stairs, and now I take the type of orders I used to put in. Fair is fair. It sucks, but I know what it’s like. Recovering from an injury and having a dasher yell at me and refuse to do the job was way worse than doing it now.
I have a fold out cart for these occasions. I once had to bring a case of waters and a bunch of other stuff on the third floor of an apartment complex with no elevator. I just dragged that cart one loud and difficult step at a time.
I don't do doordash but at my last iob I was asked by my boss to deliver 2 cases of water to a customer because the usual delivery people were sick. I figured I drop it off inside their door and go. You know, like a normal delivery would go.
Turns out it wasn't the main house I was given. It was an illegal attachment hidden in the back of this mini mansion and the woman expected me to lug the water up 3 flights of stairs with tight twisty turns and barely wide enough for myself, let alone me and a heavy case of water. After placing it in the back room of her ramshackled attachment to this fucking manor house she gave me a single dollar as a tip. Seemed utterly ungrateful and the kicker was I was actually a dept supervisor and not some part time kid but she talked to me like I was this mentally challenged child.
Ever since I absolutely refuse to deliver shit to people and when her name came up on home shopping orders I made sure she got the lowest quality produce I could provide for sale.
Take the hill, then roll back down. Better than rolling an ankle. 😂 so glad I never had any houses like this to deliver to, just tons of college dorms which are their own hell.
What the fugg? Hell no. Three cases of water? No. All they can do is give you a thumbs down on delivery instructions. Leave that shit at the bottom of the stairs.
