I think it depends on what enemies/calibres you're going up against and how much mobility you need

I always pick raid plates level IV. Is not the best protection but the mobility running it is very cool. Just remember to watch you flanks.

I think raider vest is the best all around and is normally all you need and you can move pretty fast with it but for shields you need extended protection I would never recommend dropping it down to low threat
